Susan Niebur has experience forming review panels (2001-2006), serving on review panels for science, education/pubilc outreach, and mission selections (17 panels, including a senior review, since 2007), and serving on institutional red teams for proposals for new missions or management opportunities proposed to NASA (2006, 2007, 2010). Susan's years as the Discovery Program Scientist, Program Officer for seven research programs, and joint leadership of NASA's Early Career Proposal Writing Workshop are put to good use when reviewing a proposal for a new space science mission, support contract, or other opportunity. Susan can assist with long or short-term review of space science mission proposals by new or established teams.
NASA
If not currently conflicted by contracts, Susan is happy to serve on review panels for NASA's Planetary, Heliospheric, or Astrophysics Divisions, as well as the Office of Education. Susan has research experience and publications in all three science areas. In addition, Susan has served as panel review chair several times and would be happy to help you staff your review panel as a knowledgeable space scientist involved in NASA outreach or as a faciliator.
ROSES PROPOSALS
Years of experience working with review panels has shown that many proposals could be substantially improved by keeping a few standard rules in mind. These rules are typically learned the hard way, after years of proposals and rejections, but they don't have to be.
Proposals of all sizes can benefit from additional review by a knowledgeable reader. A consultant can help you frame your science proposal in a way that allows the scientific merit to be easily recognized. Scientific explanation that is clear and does not rely on unexplained jargon will help your proposal to be understood by peer reviewers and program officials alike. The right consultant can help translate riddles and regulations of AOs and NRAs into clear requirements, and evaluate whether your proposal will show compelling evidence that it meets the requirements of each.
The goal is to present your ideas in a proposal that funding agencies and program officers will want to fund. If you're not sure that your proposal meets that standard, email Niebur Consulting to request an outside pre-submission review.
Niebur Consulting's goal is to enable quality NASA reviews selecting promising research for NASA.
